Name: Liner

Alias:  Phantom (criminal)
           Robinhood of Manhattan Island.

Powers: Due to her deal with Death, The Specter isn't quite living or dead. She's trapped in a grey area somewhere between them. As such, she has the abilities of both a ghost and a living girl. She has two distinct sets of powers, one for when she is physical, and one for when she is more spiritual. While she can freely switch between her two forms, the longer she stays in one form, the harder it is to transition to the other. When spiritual, she becomes immaterial and is able pass through solid objects, or let them pass through her. Likewise, since she no longer has mass in this form, she's able to fly and hover like a stereotypical ghost. While immaterial, she also has the ability to possess others, though doing so can be dangerous to both her and her host, as it puts a good deal of strain on both the host and the hosted.  Her spiritual form also affords her a degree of invisibility, though it's only affective against machines and individuals who aren't predisposed to see the supernatural. Gifted individuals and most superheroes/villains can see her to varying degrees. As a spirit, she also has limited telekinesis. However, she is only able to freely move things that her physical body could move in a similar fashion. In other words, since her physical body can throw a cup, so can her spiritual. But since she can't lift a truck while physical, her spirit form is unable to lift one as well. The more effort it would take to lift something manually, the more it would take to lift with telekinesis. Prolonged use of this ability can easily tire her out though, so she rarely uses it.

While physical, she is an experienced free-runner and able to freely interact with the physical world to get from point a to point b. She is also capable of launching bolts of green necrotic energy from her hands. Against mechanical or "unliving" objects such as cars or roads, these bolts do next to nothing.  However against the living and "once living" such as criminals both alive and undead, these bolts pack a nasty punch, capable of inflicting nasty third degree burns.  As part of the "once living" category, things like wood (once part of a tree) or rubber (from a rubber plant) are affected by these bolts.  Firing too many of these bolts too quickly can quickly tire The Specter, so she prefers to make each shot count as best she can.

When transitioning from one form to the other, she has limited regeneration.  Injuries sustained while physical will begin to heal when she becomes spiritual, and spiritual injuries, such as those caused by spells, energy, other spirits, and special things that affect spirits will heal when she becomes physical. However it can take an entire day for a serious injury to heal, and extensive damage in either form can force her into her other form. She's protected from death by her deal with the Grim Reaper, but even he has his limits. Any injury that would cause death takes a minimum of a week to recover from, in which time she will be down for the count.

Weaknesses: Restricted use: Death granted her a second life in exchange for her assistance against the necromancer and his undead minions. Her mission: to return the souls of the dead to their rightful place in the afterlife, and bring The Necromancer to justice. While Death allows her to use her powers to bring justice to the city by fighting criminals, she is only allowed to "kill" the undead. All other uses of her powers must be restrained so as not to take the lives of others. The only exception to this is when a person's time has run out and they are supposed to die by The Specters hand.

As a kinda undead individual herself, The Specter is weak against anything that would be dangerous to spirits. This includes protective wards, spells, energy weapons (since they make use of energy and her spirit form is essentially energy), holy water, and items specifically crafted to combat spirits and the undead. Sunlight, while not directly dangerous, saps her stamina. The more exposed she is, the worse she feels. She's a primarily nocturnal super hero, since that's when most of her foes will be out and about. While not as potent to her physical form, she does her best to avoid these things regardless of which form she takes.

While physical, she has regular human endurance. A gunshot wound to the head would still be "fatal" for about a week. Her powers are also not very effective against technology. Because of this, she's curious to see how a battle between her and Cyber Thunder would turn out, though she's much happier to be on the same side.

Personality: The Specter is a surprisingly generous individual, despite her origins. While she has a criminal past, she's not inherently bad. She did what she needed in order to survive, and that's how she sees it. Plus, she does have a history of giving to those who need it most. Even now, she finds ways to help the homeless and suffering. Now that she's been given a new lease on life, she's doing what she can to make up for her turbulent past as The Phantom. On his lunch breaks, she likes to hang out with Death for a cup of tea and some small talk. She also has a tendency to make jokes and puns related to life and death, though she is often the only one to understand her morbid humor. For instance, she proudly hangs her death certificate on her wall, next to her birth certificate. Most would expect her to be cynical of snide, but often times she's pretty cheerful, despite everything that's happened in her life.

Backstory: Specter is a young woman who looks to be about 18.  She ran away from home at the tender age of ten and began living on the streets of New York as an urchin, stealing to survive.  As she grew older, so did her talents for theft and robbery. It started off with small things and escalated over time. Naturally bright and clever, she managed to avoid the law with such ease that she attained a degree of notoriety as an urban legend. Many a wealthy individual worried about a visit from the so called "Phantom", a thief so skilled that people didn't know whether they were a man or woman. As time went on, she began to support the homeless community by giving them food she had bought with the money made fencing stolen items. It was a rough life, but one uniquely suited to her, and one which earned her the nickname Robinhood.

Eventually, she took up free running, which opened up many new opportunities for her as she learned new ways of navigating the urban landscape. The skill came in handy on numerous occasions. However, it also would lead to her death. After eight years of life on the run, her luck came to an end. In her attempt to get away from a botched theft, a trigger-happy security guard shot her in the leg as she was about to jump to a neighboring rooftop. She ended up falling to her death in a dark alley below. However, her "life" as it were, was about to take a dramatic change.

As she lay there, in a strange limbo between life and death, The Grim Reaper appeared before her.  He had been watching her for many years, and her time had come, or so she thought. Much to her surprise, Death offered her an opportunity to live once more, in exchange for helping him with an urgent matter.  In the months preceding her death, New York City had become awash in crime perpetrated by undead individuals. These individuals were under the control of a powerful necromancer, bent on starting a criminal empire in the big apple. As death was unable to directly intervene in such matters, he needed the help of a capable individual. Not wanting to die, The Phantom eagerly agreed.

A few days later, she woke up naked in the morgue, her injuries completely healed. After some searching, she managed to locate her clothes, which had been set aside to help her next of kin identify the body. At that time, the coroner walked in to find a naked woman getting dressed. The very same naked woman he'd autopsied the previous night. In his horror and shock, he shouted, "SPECTER!!!" before fleeing in terror. This remark brought a smile to the young woman's face. If she was to start "living a new life" she might as well take a new name, right?  That day, the Phantom "died" and the Specter was "born".
